Lockdown 4.0 starts today: From e-commerce to flights, what’s allowed, what’s not in new MHA guidelines

The Centre has issued a set of detailed guidelines to be followed for Lockdown 4.0 that starts today and will continue till May 31. From allowing e-commerce companies to deliver all goods to prohibiting flight and train movement, here's what the guidelines say:

The Centre has also allowed state governments to decide on the demarcation of coronavirus Red Zones, Orange Zones and Green Zones. This was a longstanding demand of the state governments as many of the chief ministers told the Centre that they were not being consulted for the demarcation.

As Lockdown 4.0 kicks off from Monday, here’s what the new guidelines bring for the country:
1. No flight movement will be allowed. Only those essential flights moving medical goods, equipment or other essential freight will be allowed or those with special permission from the MHA. Domestic air ambulance and evacuation flights will also be permitted.
2. MHA has continued with the restrictions on train movement as well. Only Shramik Special trains, other special trains, parcel and freight services will operate during Lockdown 4.0.
3. All shops, except those in containment zones and malls, will be allowed to open from Monday with staggered timings during Lockdown 4.0. Salons, barbers and spas, except for those in malls, have been allowed to open. These relaxations do not apply to containment zones.
4. All Metro services, including Delhi Metro will remain suspended till May 31. DMRC has issued a statement saying Delhi Metro will remain closed in this period.
5. All social, political, religious functions, and places of worship to remain shut during extended lockdown till May 31.
6. People above 65 years of age, persons with co-morbidities, pregnant women, children aged below 10 shall stay at home.
7. Movement of people will remain strictly prohibited across country from 7 pm to 7 am, except for essential activities. All non-essential activities during these hours will continue to remain prohibited.
8. E-commerce companies that were so far delivering only essential goods, have been permitted to deliver all goods, including those considered non-essential. However, these relaxations are not for the containment zones.
9. Hotels, restaurants, cinema halls, malls, swimming pools, gyms will continue to remain shut till May 31. Restaurants have been allowed to open their kitchens to start takeaway services.
10. MHA has allowed inter-state and intra-state movements of passenger vehicles and buses from areas other than the containment zones. The guidelines also made it clear that bus services will be allowed only with mutual consent of states and union territories involved.
11. About local transport in cities and towns, the Centre has left it to the states to decide on the operation of taxis and autorickshaws.
12. Schools, colleges and educational institutes across the country will remain closed during the extended lockdown till May 31.
13. Sports complexes and stadiums have been allowed to open up. But the government has said no spectators will be allowed for the games.

Debt rises as onion prices go up, helpless farmer chokes, shortens life

A farmer of Isora village in Bhavnagar's Talaja has committed suicide as he could not get an affordable price for the onion he borrowed. The farmer has committed suicide out of frustration of not getting the price of onion. The family alleges that he committed suicide by choking himself. The police have launched further investigation into the matter.

Police have registered a case of suicide and are investigating. Then the question arises that who is responsible for giving life to the world? Doesn't the government really understand them? Just yesterday, a video went viral in Rajkot where a farmer was crying in the market yard when the price of onion was only Rs 3.

Speaking in detail, Bhupatbhai Shumbhubhai Jethwa (U.V.53), a farmer from Isora village, committed suicide by choking himself on his farm. Laljibhai Shambhubhai Jethwa, son of the deceased farmer, said, "We have a farm of five vighas." Two of them planted onions in Vigha.

The sheep and goats who did not get the right price for onions were given onions. The loss was due to not getting the right price of onion and the debt also increased. Tired of economic hardship, he took the step of suicide. I don't know how much he owed to my father.

Although Covid-19 cases are doubling at a faster pace at present, the general sentiment in the government appears to be against rolling back the relaxations towards a gradual un-lockdown.
As per the Health Ministry dashboard, positive cases increased from 39,980 on May 3 to 62,939 on Sunday — the number of deaths also rising within the week from 1,301 to 2,109. May 3 was the last day of the second phase of the lockdown.
While extending the lockdown till May 17, the government had announced considerable relaxations in green and orange zones, including movement of private and public transport within a state, and further opening up of the economy. The government also allowed private offices to function with 33% strength as well as standalone liquor shops in red zones, barring containment areaOn Saturday, the Health Ministry had decided to deploy more Central teams to 10 states that have “witnessed/are witnessing high case load and high spurt”, including Gujarat, Tamil Nadu, Uttar Pradesh, Delhi, Rajasthan, Madhya Pradesh, Punjab, West Bengal, Andhra Pradesh and Telangana. Earlier, 20 teams of public health experts had been deployed to high-case-load districts.
At the same time, a government source said, “Though cases are increasing, the discussions in the system are about post-lockdown activities. Different ministries are planning required action points.” Another source highlighted that the informal group of over a dozen ministers, chaired by Rajnath Singh, to guide the administration on people’s issues has virtually finished its job.
“While earlier meetings used to be about lockdown challenges and how to deal with them, the high-level meetings are now about what to do next,” said a source, referring to a series of meetings, on education, power, financial sector, agriculture, civil aviation sector among others, chaired by Prime Minister Narendra Modi.
